Good News:

The Price of Solar Photovoltaic panels is down about one dollar per watt from a year ago. They may be going back up soon as the economy recovers. So now is the time to purchase a system.

The Federal Income Tax Credits for solar have been extended and improved! The former $2000 cap has been removed! Now there is no upper limit on residential solar systems. So 30% of the cost after any State tax credits and incentives can be taken directly off your Federal Income tax. The credit was extended until December 31, 2016. This tax credit extension was in the "Bail Out Bill". Also included were tax credits for geothermal heat pumps (up to $2000) and residential wind systems (up to $4000). New York State Energy Research and Development Authority (NYSERDA) offers an incentive program to help pay for grid tied PV systems.  The NYSERDA incentive program has been extended through the end of June 2010.  Check for details:www.powernaturally.org

Level of incentive is subject to change without notice so don't wait to schedule your site survey. The process takes time and they are on a first come first served basis.

Commercial (non-residential) net metering is now available in New York.  If you already have a system that was formerly disallowed for Net Metering then you should be able to negotiate with your power company to allow you to net meter your system.
